But contractors will have to adjust their strategies accordingly as SOA changes the game significantly. Security and governance, two of the primary challenges of SOA implementation, must be front and center in conversations with customers. As agencies deal with the cultural challenges of transitioning to SOA, change management expertise could be a significant differentiator, officials say.
